Sprint-Samsung Intrepid: How does the Tellme Voice Dialing work?

I recently got a new phone: Samsung Intrepid i350- I would like to know if you need the data plan to run the Tellme voice dialing service or not? If not, why is it that it comes up saying that there's a problem?
