Sprint claims they CAN NOT deactivate my old phone in order for me to use my upgrade?

Went to a radio shack to use my 2 year upgrade, they began upgrading to a new phone but it would not work. Called customer service, they said my upgrade was good to go and they didnt know what the problem was. Next day I go to a sprint store and try to upgrade from there and the same issue, they told me they cant even access my account to turn off the old phone. Talked to severall supervisors and managers at customer support since then and know one seems to know what the problem is. Any ideas?
