Sports busts and underachievrs?

Would you consider a player that is a bust an underachiever as well? I think they are hand in hand like Jemarcus Russell for instance he was a bust but he was also a #1 draft pick and people initially thought he was going to achieve so much but he didnt not so therefore he is also an underachiever. Do you agree or disagree and why. **THis is not about Jemarcus Russell he is only used as an example**
