Spore: I can't use tools on other save game planets?

I have 2 games, and I found them, and when I get onto another system of a game I made, it won't let me use ANY tools, I can't use the abduction ray, or the super happy ray, or the mind erase, or the laser, or the bomb, or the pulse. Why is this? It just says, "You can't use tools in this system."
