Spore Civilization level help?

My creatures are a religious society and I gave them all the religious items I could for their cars (56%) but when ever I try to convert a newly formed city, I can't. Even if I two team them. How do I get them converted?
 
It's best to use at least 4 or 5 vehicles when converting another city.

If you can't buy more vehicles yet, try adding more buildings to your own city.

The number of houses you place is related to how many vehicles you can have at one time.
