Speeding up cycling?? fish tank!?

I got a bio filter i got from a friend it was in a baggy with filter cartridge etc. and it had its old water in it to keep the filter and bacteria good and does this speed up my cycling and how do i tell my fish tank is ready to put fish in

It helps to get the tank running smoothly but it might also introduce some not so good stuff into your tank. You might want to just start fresh with a new cartriage and then get everything running.

Without any fish, keep it running for 2 weeks, then you can put them in.
