Specialty Doctor won't allow phone calls or follow ups.. Is this normal?

I went to get an endoscopy at my local hospital. I saw the doctor for maybe 2 minutes and after the procedure I went home. A few days later I called to speak to the doctor and asked for a follow up appointment. They told me that the doctor doesn't have a voicemail and he doesn't take calls from patients or do follow up appointments. Basically I do not get to talk to the gastroenterologist
