Special summoning dark eradicator warlock etc.?

Cards can only be special summoned from the deck if it says on the card. If it only states it can be special summoned then it's only from the hand. I don't know where you got your rule book form but it's wrong or you didn't read it right.
 
Ok so if I have my dark eradicator warlock in my deck and I have dark magician on my side of the field can I special summon dark eradicator warlock from my deck? The rulings state that if a card doesn't specify where to special summon from then you can summon from your hand deck or graveyard. Also the rules state that you can conduct a special summon on either players turn soooo, how would that work out? Get where im going here?
My apologies. Not rulings but assuming.
