Sound Effects - Original or retreads?

Is there some kind of library where cartoons get their sound effects? Is this available to the general public? How does the sound effects business operate?

For instance:

The first time I heard the Proton Beam sound effect WAS on Real Ghostbusters. However, since then, tons of shows have re-used it for various scenes, including on Yu-Yu Hakusho if memory serves.

Or, are studios allowed to modify existing sound effects? Just by coincidence, I downloaded 'Trust Doesn't Rust', from the original Knight Rider series. Karr's scanner has a very distinct sound to it. When turning on an episode of the original Ninja Turtles series, in this case, 'Big Rip Off', there is a sound effect that sounds just like that. When Bebop and Rocksteady stop peddling on a bike powered generator, the 'shut down sound' of the generator sounds an awful lot like KARRs scanner effect only a bit modified.

It could be an interesting subject if anyone knows more about it. I've always wondered if there was a vast sound effects library out there....and if any new sound gets created, it instantly gets added so studios can re-use it down the line.
 
A lot of different games in a particular series reuse the same sound effects. A lot of the Sonic games have used the same sound when you collect rings since 1991, except for the Game Gear games which is different. So various cartoons using the same sound effects is no different.
