Sore or Ticklish: The debate?

I just recently got an 8yo TB who seems to have a sore back. I have been told that it's a tickle that he's had since he was little but I think otherwise. He does pin his ears and try to kick me when I run my fingers down his back while applying pressure. If I run my hands down his back without pressure he doesn't react. When riding though he is a perfect gentleman. He frames up, he keeps his leads, swaps leads when asked, jumps everything and anything without fail. I purchased a (very expensive) gel pad to help him out and save him from further harm if it is a sore back. He does roll but only on one side and when I lunged him the other day he threw one buck then continued to be a gentleman on the line. I did use a surcingle to see if it would affect him. He does swap his hind leads when on the line but not when riding.

I'm baffled and quite honestly don't want to call and pay the vet to tell me it's a sore back when I said it was to begin with and I'm just trying to solidify my assumption.
