Sooo... are online sega/nintendo emulator games actually legal?

Hi there, after discovering websites like retrouprising.com and everyvideogame.com where you can play old sega and nintendo ROMs *online*... i'm left wondering, so is it actually legal? and how come everyvideogame.com said in their forum that they were forced to remove their sega online ROMs but retrouprising.com still have theirs up?

Does that mean i can provide an online emulator and make games available to play online on my website?

I do know that providing ROMs on websites for downloading is illegal, but i'm a bit confused about providing them online.
 
yes they are legal under special circumstances at the moment i have zelda OOT and MM the reason why i have these is because i already have these games and by law i am allowed a copy of the game there are also special cases now in wich people change slight thing's around in the game not everything but some thing's so that the games may be by anyone legitametly also most places on the net that are giving out free rom's are usually legit anyway so dont worry about it.
 
The Emulators are legal, the Roms are legal in the case that you own the actual game, or the arcade cabinet. Most of the web sites used to state this when I downloaded Roms several years ago. It would say something along the lines "unless you own the actual game cart, or original arcade cabinet, you must delete it within 24 hours." So anything you already own is fine to play, and anything that was created specifically for them is fine, such as Wheelchair Brothers, but otherwise it is technically illegal and the government, or the rightful owner of the property could come after you if they wanted.
