Sony Vegas 9 Question.?

Hello People!!

So I just started editing videos ( Film Look Effect ) and has a couple of questions.

A) Is it possible to make an Effects List? Just like a Music Play List but with Effects so every time I open Vegas I can just open that list.

B) How do I properly put borders at the top? Just like in movies.

C) Every time I drag an Effect, the window doesn't pop up ( Where you can adjust Brightness Amount Etc )
