Somethings wrong with my 96 mercury grand marquis?

my 96 grand marquis has been acting up lately like when i turn on the heat no warm air comes out and the lights pop on in it but their dim though. and my gas gage reads C5 what in the world does that mean? and the headlights,taillights,turn signal lights, and dashlights dim and the domelight will not go off can someone tell me whats going on?
