Something's growing under my fish's scales...?

My goldfish has something growing underneath his scales near his tail. His dorsal fin is not as up as it used to be. We cleaned the tank on Jan. 28th. I saw it yesterday, but decided to leave it as he didn't seem to be in distress. Now my mom's noticed it too. What could it be and how can I treat it?
Oops. By his gill, not his tail. Sorry.
 
Can you describe what it looks like?
Is it fuzzy, or worm like, or discolored? Or something else?
There are a ton of things it could be with the information you provided.
