SOMEONE PLS HELP - EX BOYFIEND KEEPS WALKING PAST MY HOUSE?

Just because he has a g/f and a baby along the way, doesn't mean he is happy in that relationship.

Him walking past your house when it's out of the way and staring in. Yes he is stalking you. You have 3 choices. 1). Confront him and ask him why he walking past your house and staring in? He will most likely deny it of course, so have proof ready. Dates, times, photographs, witnesses.
A confrontation might actually scare him off and he may leave you alone.

2). Do you have an older brother/cousin? Next time he walks past, have someone else talk to him.

3). Call the cops. Tell them he is an ex-boyfriend and he constantly is stalking you. But make sure you have proof. Problem though with reporting him to the cops is he could become a bigger problem. I once reported the new boyfriend of my ex, for doing something similar to me. Whilst he was in the wrong for stalking me, he became a bigger problem when the police spoke to him. A real nutcase.

Personally, get someone other than the cops to talk to him and tell him NOT to walk past your house, or contact you and if he does, he is asking for trouble.
