Someone hit my car while it was parked?

The damage is estimated at 350 dollars. I have the other persons info. Do I contact my insurance or his insurance? How does the process work? Does he pay the deductible on his insurance to fix the damage to my car? I am certainly not paying my deductible to fix it...although we live in a no-fault insurance state, the police did deem him at fault for the accident
