SOMEONE HElP, need Help In the GYM?

Okay I'm a 21 year old male. I weigh 215 pounds. Okay I have been working out everyday. lifting weights, I do low weights and high reps to tone out. Now I have had the hardest time building my upper body. I can't do any pull ups. there is a machine where I go to that trains you to do pulls up. but my question is, is there any other way to build those muscle up in my arms to do pull ups? and is there any better way to tone my body out? thanks for the help I'm just trying to figure somethings out.
