Somebody help me with this Math riddle?

3 friends went to a pub. When they finished they asked the waiter for the bill. It 27 pounds so they each gave the waiter a 10 pounds bill.
The waiter took it to the cashier which was the manager. He gave the waiter a 5 pound bill, saying that that he was giving those customers a 2 pound discount because they were good old customers.
But the waiter knew those customers were not good tippers so he decided to pocket that 5 pounds bill, and instead got 3 one pound coins which he gave as change, one to each customer. They took their money, and left left not knowing that they had been given a discount.
Now someone who was also at the bar saw the whole thing and started to scribble on his paper.
30-2 =28; 28: 3= 9 ( 1 left)
Only 1?! but the waiter got 2 pounds....

Where does that one come from?
