Some suggestions please? Science Fair?

I already have a topic, but I am not sure what the "problem" is going to be, or the question. My topic is Solar or Wind Power. I can't really decide what I should do? Please help! I need some suggestions!
I mean problem like the first thing in the scientific method.
 
Well what you should choose is Solar Power do research for about a week then persuade people to use it and that's all I can think of at the moment.
