Some questions about city ordinance court?

I have city ordinance court for drug paraphernalia. Do you think there would be any way for my to convince them not to put it on my record as a conviction or no? Like threaten not to pay. Because its a civil charge and I am not required by law to to pay it. And I want to join the army and this would hamper it much. Or am I screwed and there is nothing I can do? And would it hurt me at all if there going to put it on my record to tell them they will never get paid. Could they try to increase the fine more or something dumb like that? Or is there something they can do there? Remember, its not real court, its city court. Its civil, not criminal. Any help would be much appreciated.

If I am going to join the military I have to pay it. But if these charges stop me because there drug charges I will never ever pay it. Because I looked into it and there is a good chance these charges will prevent me. And they will never be able to sue me because they won't be able to serve me because I won't answer the door. Done it on many occasions already :). Not trying to talk crap, just the truth. And I don't care about my credit. I own already, and plan on buying in cash for a car. Credit means nothing to me.
