Some help with my photography?

What is the best time of day to take photographs?
What do you like to see in a photograph?
And help my improve my photographs?
I use Sony MVC-FD91 Mavica 0.8MP Digital Camera with 14x Optical Zoom
And i started yesterday and wanted some constructive criticism.

I'm only 13 and i had no lessons or experience so i relies they are not that good!
I need idea's of what to take pictures of because my pictures are boring.
I think thats it.Is that a good or bad thing?
