Solution Preparation without Water?

Prepare 5 mL of the following riboflavin concentration 44 ?g/L by diluting the stock riboflavin solution (2200 ?gL-1) with 0.05 M TRIS buffer.

I'm not sure if this is a C1V1, it doesnt make sense to me because there are two initial concentrations... Please help!
Will definitely rate!
