Solenoid or Ignition Problem? 1967 Ford F100?

I have a 1967 Ford F100. When I turn the key, nothing happens (no clicks, nothing). I can cross the terminals on the solenoid and it turns over (haven't tried to start it that way but it does turn over). When I turn the lights on and turn the key to "start", the lights don't dim (no power draw). When I put the ignition in "on" and turn the wipers on, they'll work (power getting to ignition). I've tried putting it in neutral and it won't start then either (not the neutral switch?).

What's the best way to tell if it's an ignition problem or an starter solenoid problem? Thanks for your help
 
Check to make sure the starter solenoid control winding gets voltage from the ignition switch to tell the solenoid to turn on. If so, then replace the starter solenoid.
 
that,s the solenoid switch on the fender. i had a 74 ford f-100 once and it did that too until i changed it.
