While in U.S., Noynoy Still in Charge
President Aquino goes to New York tonight to join other world leaders for the United Nations General Assembly.
While claiming that he is not a micromanager, Pnoy insists he will still be in charge of Malacanang while he is abroad. A memorandum to this effect was issued to his cabinet.
Citing the advantage of modern technology, Pnoy shall continue to discharge his functions.
While away, Executive Secrtary Paquito Ochoa would assist or sign papers under the authority of the President. Each Department Secretary shall attend to and decide on matters about his department.
Should the President’s approval be immediately required it shall be obtained by the fastest and most convenient way through the Executive Secretary, to include transmission of Communication.
The Cabinet could meet to be presided over by Vice President Binay or Secretary Ochoa. Not to slight the Vice President, he is tasked to represent the President in in social functions and preside all official functions. He shall likewise receive and return official calls of foreign dignitaries. Honors and Courtesies given to the President shall also be bestowed on the Vice President.
The memo will be effective upon his departure tonight, September 20, 2010 until his return on September 28, 2010.
