So where are all those huge 40% off car sales? (GM, Chrysler, Ford) I can't find any...?

they werent selling them for 12k, they were taking 12k off msrp. i saw up to 15k off on some chrysler vehicles but lately all ive seen is up to about 9k off

and yes, chrysler was taking 40% off a commander at my local dealer but they arent 20k vehicles
 
I'm not from the US but I've read a lot of articles about American dealers selling for instance new Jeep Commanders for $12k, so I thought it could be a good moment to buy a car. However, when I started searching, I've seen used cars for even more than the articles in my country claimed. Do you know where I can buy cars at such great prices or were the journalits just lying?
