Well, for servers your ISP may provide you with a news server, then again they may not, or they may have some strange rules that go along with them like only 1gb a month downloads.
Your best best is to pay for a news server, then you get long retention and high completion, and that is worth the $15/month you have to pay with a company like newshosting.
The other option is to go with the free news servers, there is a thread that has a list of them on this site if you do a search. They are Ok but only have about 4 days retention, and are not all that complete.
