So I want to go to American universities overseas, scholarship help?

I'm looking into John Cabot, the American University of Rome, and Franklin College:Switzerland in particular and so far most scholarships only apply to Schools in the US. Does that mean the school HAS to be located in the US or can it be an American school elsewhere? And where can I find scholarships that will help me?
