....So about writing a book?

Okay I'm 16 years old and I've tried "writing books" for a while now (maybe since I was 12). Everytime I start writng I either a) get side tracked and never finish or b) get through it and realize its crap. i think I have a great story idea that could definetely get published. How do I write a book and how do I do it write? Do I write an inquiry to a literary agent before i write? Do book writers generally get paid well? Thank you!
