Im on virgin medias 20meg XL package , and my speed tests are showing at 2meg and 5meg

Theres the links to them , my speed the ohter night was about 19.8meg. I also know that virgin have traffic management in place which if i downloaded 3.5gb between the hours of 4pm and 9pm my speed would be cut to 5meg. I havnt downloaded anything at all, ive just been online going on emails, facebook etc, so i wouldnt use 3.5gb doing that. So my speed is not capped.
I know its peak time, but its never been this bad.
What can i do? ive already reset the computer, modem, and router and cleared my firefox cache.
Also im on their cable service and i dont fancy ringing their tech support as they are based overseas.
