skin help, evening my skin tone?

i have had freckles which are mostly gone now but i still have these weird red and purple tiny blotches on my skin, plus i have really bad under eye bags. does anyone have any suggestions im so sick of searching the net day and night lol

extra info= i am currently using hydroquione to get rid of freckles
also im using a vitamin k cream for my eyes
and im using dermanew the exfloiating at hom ekit
