I took it upon my self to put new tires on it and have the brakes fixed. She is in college and it's not safe for her to drive 60 miles round trip 4 days a week with the way her car is now. Do you think I should say something to him about paying me and my husband back or just let it ride? He just spend over $500 to have his truck fixed, but won't help her with her car.

Let it go and if his truck breaks down and he comes to you for help, tell him there is nothing you can do about it.

Are they having money issues? I know if me or my hubby had already sunk $500 in one car, we could not afford another few hundred for the other.
You really can't say anything. You yourself stated that you "took it upon yourself". Granted, it was with the best intentions but if you did not talk to your sister about getting paid back, it will look bad if you go back now and say you want the money.
Next time, make arrangements with your sis or her husband before hand before assisting them.
However, your sister should come to the conclusion on her own that they should pay you back unless you already told her it was ok and not to worry about it. (You can't tell her one thing and her husband another).
I also hope they properly thanked you for your help.
If not, consider it a lesson learned and move on.
