Sims 3 xbox 360 Gardening does not give option to plant, only to "put away".?

I can't seem to plant any seed's, no matter where I stand I only have the "put away" option. I'm level 3 gardening, it's one of his wishes, I have the space, and a watering hose, so why can't I "Plant Seeds"?
