Simpsons 1-21 DVD Boxset?

So what's the deal with this boxset? As far as I know, only seasons 1-13 and 20 have had an official individual release. Does this boxset have any (or all) of the special features from the 14 released DVDs? Or is it just the episodes with no special features? I'm assuming that 13-19 don't have any special features at all... is this true?
