This is a wild card NID. You could make a PRL with all of the blocks, a wildcard SID, and a wildcard NID, and the phone will lock on to the first CDMA pilot that it locates. It'll probably be who ever is in the lowest band. Probably channel 500.
I don't think the PRL file has any market names in it to search for... I've never seen *any* descriptive text in a PRL file, and I've opened up lots of 'em for cricket, sprint, verizon, qwest, etc... using QPST's basic RL editor, and also Qualcomm's full PRL Suite...

System Identification Nurabers, or SIRAB, are 15-bit numeric identifiers used by cellular systems to identify the home system of a cellular telephone and by the cellular telephone to determine its roaming status. In the US, cellular SIRAB had originally been assigned and recorded by the FCC. In 2003 the FCC decided to privatize the function of assigning and recording cellular SIRAB. Each list here is updated as changes are discovered.
