Shutter won't go higher that 1/250 (as in 1/500 1/1000 etc...) on the canon...

...40d when external flash is in use? Why is this?!

It is becoming very frustrating. I even have the ISO down to 100.

Could it just be a camera malfunction? I'm not sure if it's ever done this before.

I have firmware 1.1

The flash I am using is very old, from the early 1990's, vivitar auto thyristor 550fd
 
1/250 is the maximum flash sync speed on a 40D. If you were to shoot any faster you would be getting a black band across the bottom of your photo from the shutter curtain.
