There are so many other factors!
I'm guessing, judging by the amount of speed happening in the photo, it was shot at about 1/60. maybe slower. 1/30. the aperture and FILM SPEED would be, probably, about two or three stops apart...that is, if you were using 200 ASA film, you probably had to be at about 32 or higher for the f-stop. It was most likely shot on a slower film than 200. Not that many lenses go up to 32.
Do you understand the "sunny f16 rule"? If you get that, you can get a handle on something like your question.
