Shoulder pain with weight training

I'm a 22 y.o. active and fairly athletic male. I'm about 6'3" and have been having some mild to moderate shoulder issues for the last few years. When I stand for prolonged periods or am skiing, I start getting a dull, aching pain often in both shoulders. Also, at night sometimes sleeping on one shoulder bothers me with the same kind of ache.

In the last few months I have been doing some serious weight training and have been doing lateral raises with dumbbells. I started having weakness in my right shoulder but tried to work through it with lighter weights. BIG mistake. I then went to Hawaii and tried to learn how to surf which involved lots of paddling. On the plane ride back, I couldn't lift my right arm up to hold a cup, and my left arm was fairly weak as well.

I want to a sports injury doc and she shook her head and said overuse. She examined me quite carefully and said that my rotator cuff is fine and that I just need to do some PT exercises to strengthen the rotator cuff muscles. I've been following the exercises for a few weeks now and have had some improvement but in the last few days it's bad again in both shoulders. I should explain that when I'm not moving, I have no pain. My complaint is more weakness when I raise my arms to the sides or with the elbows out. So the pain is mild but the weakness is moderate. Also, my right shoulder has recently started clicking when I raise it up or rotate my arms.

Does anyone think I have arthritis or am I just following poor habits of weight training? Could my rotator cuff be torn and my doctor just didn't take any of it seriously? I'm starting to worry, I'm 22 and have so many issues. Thanks for your help.
