No, the only reason apple have it is because alot of programmes only run on windows (though this is steadily changing) The OSX operating system only runs well of hardware designed for its use, sticking it on random computers would be bad.
If you mean run Mac on a non Apple branded computer this has nothing to do with Microsoft and everything to do with Apple. The only reason boot camp need be released for macs is to provide drivers to work with all of the propitiatory Apple hardware for windows. The terms of use of Mac OSX prohibit running it on hardware you have not purchased from Apple. Also OSX does not have near the driver support the work on as many types of computers as windows can.
