Should we bring back those revenue surplus generating plantation prisons from yesteryear?

Once States can once again use slave labor, I mean prison labor, to create surpluses to raise revenue for the State in place of taxing all of our problems will go away. All of those homeless and unemployed can be arrested for 'vagrancy' or whatever and be given lengthy sentences to work in the fields in the sun or in the shops. Our unemployment will go down as well as demand for public services; taxes will be lowered and our economy will flourish! Out of sight out of mind. If we could find a way to ensure private owners could get a take of the loot as profit it'll be perfect, as they'd pay taxes on that profit which would somehow mean more money for the government to spend then if it would have kept the operation entirely in house.
