The incident was reported by a woman who saw two men get out of the van at traffic lights in Brisbane on Sunday afternoon.

When police checked the licence plate number, they realised it was a police vehicle
The officers were said to be "very remorseful".
 
I don't think that the actual crime you are charged with should decide whether you have to register as a sex offender or not. It should be based on some time of sexual/predatory intent since two people could break the same law and one could be just drunk and stupid and the other have some type of sexual intent. But... that is not how it works.
 
Sure they should be convicted of indecent exposure. Anyone else would be.
