Should there be a second test at 65? (UK)?

I personaly believe that there should be a second test which everyone has to take when the reach the age of 65 unless they have taken their first test within 5 years, I think this would lower the number of road deaths far more than lowering speed limits.
I think that this test should be half the size of the normal test and the candidates should be wired up to a heart monitor and put on a road with a 60 mph limit and if they can't hold the car at 50mph on a straight then their licence should be taken. End of road rage for good.
