Should the new World Trade Center thats about to be built have parachutes

inside in case another Terrorist att? attack happens? On 9/11 there was people jumping out of the burning building and fell to their death. When the new one is build, should enough parachutes for everyone be available in case another terrorist attack like that happens again?
