Should the government mandate that automakers build electric cars?

I just read that a guy in Dallas converted his car to a electric car for $4000.00 and it now cost him $7 a month to commute to and from work, he pulled out the gas motor and put a electric one in and some batteries and a charger in the trunk. Why can't the automakers do this on a massive scale? heck thats gotta be competitive on cost to build them.
