Should stupidity be against the law?

I mean think about it.You meet people who do such mind-numbingly stupid things that it ought to be criminal.Maybe a year in county jail would put some sense into them.I believe that the crime should be called Tomfoolery,and the offender should spend at most a year in county jail for it.That also includes stupid ideas,jokes,and behaviors.Who else agrees with me?
