It's already happening. Men/women who have their child for one night a week get their child support reduced.
My friend's husband suddenly has asked for his children once a week - at first she was thrilled and delighted until she realised why. The csa have cut her child support.
You might think this is fair, but she is the one who pays for the school uniforms, their clothing, the haircuts, the birthday parties, the holidays, the groceries, the school trips, etc etc.
The idea is that you reclaim your lost income from benefits - doesn't help though when you're a professional women who is self employed.
I feel as though we're sliding into a society where all the income is in one pot, and there are those who can get more out of it. Even if they've never worked for it.
