Should my sister get a cell phone for her birthday?

My little sister's birthday is next month. Mom said that she'll get a cell phone for my sister, but I've been trying to tell Mom it's a bad idea. All my sister does is go to band practice and never leaves the house unless she visits her friend's house every couple of months. She's also irresponsible because out of the library books she's had (2), she's lost both of them.

Mom said it's good to get a cell phone for her for emergencies, but I think she's too irresponsible. What do you think?

12 I guess would be okay. But maybe one of those prepaid phones like a Tracfone. That way she can never talk over-time.

To be honest, I think 11 is much too young to have a cell phone. Like you said, it's unlikely she'll ever need it because she rarely goes anywhere alone. I wasn't allowed a cell phone until I was 15 - I think that was a little too old, but I think 13 or 14 is an appropriate age for a girl to be given a cell phone, because at that age they are likely to be more independent and out on their own more and actually need to phone home once in a while. :]
