Should it be illegal to have goldfish as prizes at fairs/carnivals?

I just dont think its right. Some people who win them just think they can stick it in a bowl, and the fish will be fine. And if it doesnt become illegal, then they should have suitable sized tanks to keep the fish in, that you can win
 
In the Uk goldfish at fairs was banned five years ago by the government but it was difficult to crack down on it and enforce the law. Since then the law has been changed since carnival groups lobbied the prime minister and claimed they were loosing too much income from the loss of goldfish as prizes. They have been reinstated but on the condition that the fish are housed properly with air filtration while in transit or on display though I don't agree that this is any better.
