Should I user a primer and then paint for metal surfaces for a 3-tiered metal file

trolley that has rust spots? It is painted black, originally, as sold in stores but now has many rust patches. Would primer be okay and then would regular acrylic paint be okay as there is already a painted surface and the rust is in spots where the paint work has worn away. Perhaps I should wire brush the rust?

Any advice?
