Should I use 10w-30 or 5w-30 oil for my 1995 Honda Civic LX?

Last time I used 10w-30. However, when the guy at autozone was helping me out this time, he grabbed 5w-30. He seemed to know what he was doing, so I didnt double-check that it was the right type.
 
Follow your owners manual or the tag under the hood.

Motors these days have extremely tight tolerances and
the wrong viscosity can be very hard on them.
Even if it's a 1995.

It's winter time to boot , so the cold temperatures will play a major part here.

Really depends where you live. Usually 10w is the standard, but if you're in an extremely cold winter environment, going thinner (5w) can help with the extreme cold weather. I'm in Chicago, and 10w is fine, though we'll generally have a few of those extremely cold days every year where you can tell the oil takes a bit to circulate through the engine.

If you're going to see a lot of 15 degrees or lower, go with 5w. I don't expect you'd have a serious problem either way though, so I wouldn't sweat it.
