Should I report my competitor to the police, who undercuts my prices by dodging

his taxes? I have a couple of competitors in my business (website development) who work without any company established - they take "cash only" and do not declare it as taxable income. Because of this, they consistently undercut my prices and I lose the sale due to the tax advantage - around 35% here in France.

Should I...

1) Stop wasting time thinking about them and ignore it.
2) Send them warning letters telling them to straighten out or else? Potentially anonymously although my town is so small they're likely to figure out who I am...
3) Call the local tax office to let the authorities crack down.

I know these people so would feel bad if anything happened to them, but on the other hand my business is suffering and I think it's unfair to lose a sale since somebody isn't paying as much tax as I am.
